WebPerception was founded in 1994 by Internet consultant Peter Skeels. At that time, with the industry was still in its infancy, WebPerception was providing emerging technology companies with their first glimpses into the then mostly government-accessed Internet.

Just three years later, in response to growing commercial and personal demand for Internet connections, Peter began offering local businesses and individuals Dial Up, Frame Relay and Email services in addition to his consultations.
